Idyllic, progressive, white Portland Oregon has very few social issues but one they do have is a lack of diversity. John and Alex have recently graduated from Portland's Police Academy and are fast tracked to street duty under a neighborhood policing program designed to have minorities better represented. While John may be black, and Alex may be Hispanic, they are in all other ways just as "white" as the rest of Portland where they grew up. They also happen to be lazy, opportunistic, and unconventional, which is a bad recipe when the two are basically sent out on the street to mingle with the citizens and pretty much set their own agenda; in order for the program to meet their quota.
