Jack Lawrence considers himself a lucky man; he is getting out alive. At the age of 48 this police detective is taking early retirement due to a leg injury and a stint in rehab after a prescription pain killer addiction. However as he steps out the doors of police plaza one last time, box in hand, he is met by a familiar face. Geraldine Case, the mother of a young police officer murdered on the job in Cincinnati 19 years, a whole lifetime ago. It was Detective Lawrence, then a greenhorn in Cincinnati who was first on the scene, and who made a brash promise to the parents that he would solve the murder; if it was the last thing he did. Over the years the case went cold, and Detective Lawrence left behind personal tragedy and small city politics for the bright lights of the big apple. Now before him, and in the way of a peaceful retirement is the mother of a fallen comrade asking him to keep his promise. No longer looking for justice, she only wants answers. But can Lawrence provide those answers as he ventures back to Cincinnati to fight not only the bureaucracy that ate him up and spit him out but also his own ghosts. Just over 19 years ago, in the middle of a snowstorm a man behind a balaclava walked into a suburban police office and shot Constable Claire Case as she did paperwork and met the incoming public. While all leads were exhausted and all suspects cleared, a theory had been formulated that the crime was done to divert police attention from a robbery. That is where Jack Lawrence will pick up the trail, but not where it will end.
