Set in the late 1970's Detroit, this anti-hero drama features an unusual alliance between a black FBI agent (Kareem) sent to Detroit to clean up the drug trade, with a white blue-collar "lifer" auto worker (Elliott). Elliott gets tired to seeing the city within the city, his massive auto plant, besieged by drugs and gangs, and the effect that has on morale, quality, and the long term decision by the company to keep production here or move it off shore. The writing seems to be on the wall for both the auto industry with the Japanese starting to take over market share, and with the city of Detroit crumbling around them. Unable to gain a foothold outside the factory Kareem agrees to help Elliott by bending and then breaking the laws, in return for progress he can show to his superiors.
